I would be amazed if anyone prints this for what it's for. But hey, it is an exact duplicate and works perfect. So if you need it, or can use for something else, here it is. The ring is 3mm thick. It has a 2mm cut. The diameter is 25mm, with an inner diameter of 15mm. The split ring is used to retain the centre hub cap from a 1975 Triumph Spitfire. I would imagine several British sports cars from the are would use this. I printed in PLA which seems to be very close to the flexibility of the original plastic clip. I've only put 15km on it so far, but will update this in time. Print temp was 195, speed 100, Black PLA from digimaker, 106% feed. Brim. It is very small, so easy to print. Likely doesn't need a brim. I would suggest sanding it down for looks only. I intend to buy new wheels, so didn't bother fussing with that.
