This is a simple bracket to hold one of those USB-power driven 120 mm PC fans (see second picture) on a 1/4" camera mount tripod. The bottom of the mount has a hole with diameter ~3/8" (9 mm) into which a male-3/8" to female-1/4" adapter must be glued.
