Vanilla Marlin 2.0 Configuration files for BLTouch Smart 3.0 on Ender 3

Based on my participation in the discussions regarding Marlin Firmware issue [13345](https://github.com/MarlinFirmware/Marlin/issues/13345), I have had numerous requests to post my configuration files so that others can get their Ender 3's with BLTouch Smart 3.0's up and running. These configuration files are tested working with Marlin 2.0 bugfix build, as of 3/16/19. I cannot guarantee that this will work with any other build, but it should. Also, as this firmware is still in alpha state, I cannot be held liable for any damages result. To your printer or otherwise. It's important to note that these configuration files are __MOSTLY__ pre-set. You __CANNOT__ just plug these files in to the source code, build it and expect a properly working firmware. That said, I believe that anyone with an Ender 3 and a BLTouch Smart 3.0, should be able to get this running simply by updating the probe offsets to match your mounting bracket. These configuration files are preset to use the [Hero Gen2 hotend](https://www.thingiverse.com/thing:3182917) and accompanying BLTouch mount. You will need to download the attached files, drop them into the "Marlin" directory from the unzipped archive downloaded from [here](http://marlinfw.org/meta/download/). Change the extensions of both files from .txt to .h and then build the firmware with your compiler of choice. Any feedback is much appreciated.
