Modern VW vehicles are supplied with 4 normal M14 wheel bolts per wheel plus 1 security wheel bolt (5 bolts per wheel). These bolts have covers fitted to them. There are 2 types of cover, 1 type to suit the standard wheel bolts, and another type to suit the locking wheel bolts. If you have an issue with your locking wheel bolts, and need/want to replace them with standard wheel bolts, your locking wheel nut covers will no longer fit. This insert is designed to allow you use your locking wheel bolt cover on a standard wheel bolt (M14 - 17mm).
