This is the head of a wand from the children's cartoon _Ben and Holly's Little Kingdom_. It prints in two parts, with a space inside to insert a bell. Three pins printed around the space are meant to support threads which suspend the bell. You might want to resize the print to fit whatever bells you have available. Glue googly eyes onto the face, paint as desired and insert a dowel rod.
