This is a water ballon filler and tier. This little contraption will fill and tie a water ballon in seconds! To put it together, with the spring from a click pen, insert the spring onto the end of the button and insert it spring first into the side of the main part. Then insert the tier part to the top of the main part. It is seperate in case of breakage. To fill and tie a water ballon: 1. Fill up the water ballon. 2. Wrap the ballon around the tier. 3. Take out the end of the ballon (the open part of the ballon) and insert it in the slot of the tier part. 4. Quickly pull out the ballon and get ready to throw it! It is easy, it is simple and there is nothing like it on the internet.
