I like the frame in the TWDesign's picture so I made one. On mine I added a ring of red to give it some pop with a white background and a black top. One note I have on this is I made it 25mm thick and that is a bit thick in real life. If I were to print it again I would probably scale it down to 10-15mm thick. If you only scale the Z axis in the slicer it should all still work. You'll just have to figure out your heights for the different color bands. I've uploaded 2 files, one with Homer as part of the frame so you can print it all in one go. This would be usefull if you want everything one color or if you want Homer the same color as the ring. I stopped Homer 3mm from the top of the frame so you can do the edge a sperate color if you want. I also uploaded the frame only and you can print it in two parts, as I've done here and just glue Homer in. Overall the frame is 250mm x 200mm x 25mm and homer fits in either portrait or landscape, you can glue him in which ever way fits your space better.
