This is a wall Mount (Shelf) for a Western Electric Model 42 Rotary Phone. I have one that was given to me by a scrapper, and i have it hooked up to a modern telephone line to serve as a ringer for my regular house phone (yea 2019 I still have one, its called country living cell service is crap) and it sits on the wall in my Livingroom Arcade as a functional display piece.
